Committee renews Oxcart permitting agreement; trucking companies to see modest fee increase

The Lake County Technology Committee approved renewal of an agreement with Oxcart Permit Systems, LLC to provide online permitting and fee collection for oversized and overweight truck movements on the county highway system.
John Nelson, assistant county engineer at Lake County Department of Transportation, told the committee the update replaces a 2018 agreement and keeps the county’s use of Oxcart’s web app for permit applications and approvals. He said the county will not be charged for use of the service and that Oxcart assesses a service fee to trucking companies. "On average, fees will increase about a dollar per permit," Nelson said, giving a specific example: an Oxcart flat fee on a $50 permit would rise from $5 to $6 under the vendor’s new schedule.
Nelson said about 165 municipalities and townships in Illinois and 23 counties use Oxcart; within Lake County he said 16 municipalities are using the system. He told the committee Oxcart’s service runs outside the county IT network as a third‑party website and that permit approvals and payments occur through Oxcart’s system.
Committee members confirmed the application is external to county infrastructure and that the vendor remits revenue or otherwise manages fee collection directly. The motion to renew the agreement was made by Member Danforth, seconded by Member Roberts, and carried by voice vote.
The committee did not record a numeric roll call for the vote; no county expenditure was authorized because the agreement continues at no cost to Lake County.
