The Legislature appropriated $5 million for an agricultural water resilience program designed to implement the 50‑year action plan’s agricultural conservation action. Dr. Reynald (Sam) Fernald of the New Mexico Water Resources Research Institute (NMWRI) told lawmakers the program’s purpose is to improve farmers’ and ranchers’ ability to manage and efficiently apply limited water resources.
Program status and metrics Fernald said applications were due July 28 and that the institute received 61 applications distributed broadly across the state; projects address delivery systems, evaporation reduction (shade balls/tanks), modernization of irrigation, acequia and watershed restoration, solar pumps and other technologies. ‘‘We're coming up with some metrics that are accessible and straightforward to report on this program: water saved per year, farms and ranches adopting conservation practices, agricultural acres impacted, watersheds impacted, and increases in crop yield per acre and water‑use efficiency,’’ Fernald said.
Coordination and research Fernald said NMWRI coordinates with other universities and federal programs — citing an NSF program on acequia systems and a USDA resilient agricultural systems program — and will use community dashboards that allow local users to view site‑specific data. The institute also described pilot and research links to the strategic water supply work and groundwater characterization efforts.
