Commission renews master-planning contract, hears update on statewide facilities inventory

The Capitol Buildings Planning Commission approved a renewal of the master-planning and statewide inventory services contract with Architectural Research Consultants and received an update on ongoing inventory and planning work across state agencies.
John Petronas, president of Architectural Research Consultants, told the commission the firm’s objectives include finding opportunities to move agencies into state-owned space, “dispose or acquire facilities to improve access to services, promote economies of scale, achieve cost effective operations, and make the most efficient use of space in accordance with states, space standards and best practice.”
Andy Aguilar, a consultant with ARC, summarized recent work: ARC helped develop a space and furniture assessment for Legislative Council Service in 2024 and is updating area master plans for Albuquerque and statewide facility-condition assessments. Aguilar said the inventory now includes additional higher-education holdings and that ARC works monthly with General Services Department and IT staff to maintain location coding and building/site identifiers.
Shauna Casebier, director, Legislative Council Service, told commissioners that ARC won the original request for proposals and that the current contract ends June 30. The renewal before the commission was the first under the contract; under the procurement approach in the RFP the contract can be renewed up to two additional times. Casebier said specific compensation is handled at the task-order level and would be finalized if the commission approved the renewal.
A member moved to adopt the new task order to ARC, the motion was seconded and recorded as carrying with no objections. Commissioners did not record any amendments to the contract terms at the meeting; staff said they would work with ARC to finalize task-order compensation details if the renewal is approved.
The presentation materials with a link to the inventory were offered to commissioners and will be distributed by staff. ARC representatives asked commissioners to contact the firm with questions about the inventory and planning materials.
The action followed a status presentation that covered active master planning efforts — including updates for the Albuquerque area and a corrections master plan examining statewide prison facility needs — and reiterated that ongoing inventory maintenance and assignment of building/site codes remain priorities.
