Cooper said the rate was competitive at the time it was checked and noted the quoted price reflected market conditions as of the preceding Thursday and could change.
Cooper told council the current Constellation contract expires Oct. 31, 2025, and that locking in a multi‑year fixed rate would produce predictable energy costs for the city. Council moved, supported and recorded the extension without further discussion.
