The resolution authorizes the finance director to use the higher $5,000 threshold for general expenditures, consistent with previously envisaged charter levels and allowable limits by resolution.
Outcome: The council adopted the resolution by unanimous vote. Staff and councilmembers said the change should reduce administrative delays for routine departmental needs but that the finance committee will continue to review purchasing thresholds more holistically.
