On Sept. 2 the Department of Planning presented an information report asking the Planning and Zoning Commission to consider allowing drive‑through facilities in the Town Center “workplace” land‑use designation for a limited set of lots. Planning staff said the city’s Town Center plan generally discourages vehicle‑oriented design but that the pandemic and changing business needs make drive‑through services more frequently necessary.
Mister Vinich (department representative) told the commission the department recommends “a favorable consideration” with a set of conditions and a map identifying about 10 candidate lots that could be eligible, primarily first‑tier properties along Route 109 and Route 100. Staff emphasized that any drive‑through would require rezoning where appropriate and a conditional use permit so the commission and city council could tailor design, access, landscaping, stacking, signage and architecture to protect surrounding uses.
Commissioners asked clarifying questions about permitted uses in the workplace district; staff said existing workplace permitted/conditional uses would inform which businesses could use a drive‑through and that the conditional use process gives the city flexibility to review novel requests. Commissioners also reviewed the map of candidate lots and parcel‑specific access constraints (for example, ravines and right‑in/right‑out access configurations).
A motion by Commissioner Cohen, seconded by Commissioner Clayton, to approve the department’s recommendation to advance the matter was passed by roll call. Commissioners recorded unanimous affirmative votes on the motion. The department will draft formal ordinance language and a letter of recommendation back to the commission and city council to guide public hearings and any rezoning or conditional use petitions.
