Board adopts policy aligning course-material exceptions with state's parental bill of rights

The Salem School Board on Aug. 19, 2025 voted 5-0 to adopt policy IGE, which updates local procedures for requests to exclude students from specific course materials and ensures compliance with provisions of the state's parental bill of rights.
Superintendent Mara Palmer told the board the proposed language "came from the parental bill of rights" and was recommended by the New Hampshire School Boards Association and vetted by district counsel. She said components of the law must be posted on the district website and included in handbooks.
The board held a second reading and then voted to adopt the recommended text. Vice Chair Bernie Campbell moved adoption and Kelly Moss seconded; the motion carried unanimously.
Palmer said the changes were largely procedural and required by state law; the district has already posted required parental-rights materials on its website and included them in handbooks. Board members did not request substantive edits during the meeting and indicated the policy will be implemented and monitored as part of the district's regular policy review schedule.
