Committee approves rebid for Essen Log Cabin project with new ad alternates

The Planning & Parks Committee voted on June 17 to rebid the Essen Log Cabin restoration project after earlier bids showed a concerning spread between high and low responses.

Why rebid: Staff explained that earlier bidders raised process concerns and that the previously chosen low bid included suggested material changes that could save money (for example, substituting manufactured stone and synthetic shingles). To promote fairness and allow other bidders the same opportunity to propose cost‑saving material options, the committee endorsed a revised bid package.

Changes to the bid package: The rebid will include three ad alternates: 1) switch from natural stone to manufactured stone (cost savings), 2) use synthetic composite shingles rather than natural shingle tapering (longer lifecycle and possible cost savings), and 3) replace a natural stone pathway with pavers. Staff also recommended a shortened 10‑day bid window because the project and documents were previously circulated and bidders have had extended prior exposure to the scope.

Committee direction and vote: The committee endorsed the rebid package and authorized staff to advertise the solicitation. Members noted that using pavers could increase sponsorship opportunities (for donor bricks) and that the recommended synthetic roofing and manufactured stone are common, durable alternatives to natural materials.

Next steps: Staff will issue the rebid, include the ad alternates and return with bid results and a recommendation when responses are received. The committee’s endorsement allows staff to proceed with advertisement of the revised bid documents.
