McKelvey Homes representatives said most homes will be sold to buyers who choose a model before construction begins, though the builder sometimes constructs spec homes toward the end of a community build‑out. The developer told the board it intends to provide two on‑site model homes (one for each series) and is considering placing display units on Manchester Road to provide earlier visibility while a box culvert and access from Highway 109 are completed.
Board members asked about build times and lot assignments. McKelvey representatives estimated smaller Liberty‑series homes can be built in roughly five months from groundbreaking (weather dependent) and larger designer‑series homes about six months. The board voted to accept the preliminary materials presented that evening and asked staff and the developer to coordinate final submittals and model home placement.
Planning staff said 13 plan submittals had been received to date and that two additional plan variants were still in progress for later submittal.
