The Jefferson City Council approved a package of measures to support the Christie Drive development: the tax‑increment financing (TIF) plan, the TIF contract designating Land Investments LLC as developer, creation of a Christie Drive Community Improvement District (CID), and a cooperative agreement for CID financing.
City special economic‑development counsel summarized the mechanics: the activation ordinance (which starts the TIF clock and establishes the base year for incremental tax capture) is currently at first reading; the developer’s counsel said the developer intends to activate the TIF and proceed (the developer expressed an intent to activate as soon as possible, likely at a future meeting). Counsel said the activation ordinance can be postponed until the developer chooses to start the incentive period so that the 23‑year TIF term aligns with the developer’s project timing.
Council voted in favor of the TIF plan, the TIF contract, the CID establishment and the cooperative agreement on the evening’s roll calls; the clerk announced each bill passed. The council also received confirmation of a post‑hearing amended CID petition that replaced two initial board members as permitted by the CID statute and that notice had been distributed.
Council members said they expect subsequent implementation steps and that staff will coordinate the activation timing with the developer. The package gives the developer access to tax increment and CID financing subject to the contractual terms previously presented to council.
