Council dissolves Cultural Arts Commission; duties shift to JC Parks community-arts division

The Jefferson City Council voted to eliminate the Cultural Arts Commission and consolidate arts programming responsibilities with JC Parks’ Community Arts and Outreach division.
Parks staff said the Cultural Arts Commission recommended dissolution after JC Parks established a staffed Community Arts and Outreach division in 2021 that provides sustained programming, funding oversight and staff capacity. JC Parks Director and staff representatives described the change as a consolidation of responsibilities rather than a withdrawal of support for arts programming.
Amy Schrader, assistant director of Community Arts and Outreach, joined parks staff and a Cultural Arts Commission chair in the council chamber during the item. Council members thanked volunteer commissioners for their past service and said they were comfortable authorizing the shift because of dedicated city staff and budget for arts programs now housed in JC Parks.
The council voted to approve the amendment to Chapter 7 of the city code eliminating Article 16 (the Cultural Arts Commission); staff said arts programming operations and advisory input will continue through JC Parks and other advisory structures.
