Council authorizes applications for three TAP grants to add sidepaths and ADA improvements

The Jefferson City Council authorized staff to apply for three Transportation Alternatives Program grants to fund pedestrian and bicycle infrastructure: (1) a Jefferson Street sidepath to connect Greenway routes through Lincoln University into downtown, (2) a South Wells Boulevard sidepath to extend the Greenway network toward Tower and (3) a project focused on ADA sidewalk ramps and curb ramp improvements downtown and on the south side.
City staff said each TAP grant has a maximum federal award of $600,000 and requires a 20% local match. Staff noted that, for at least one of the projects, Community Development Block Grant (CDBG) funds could provide the match, limiting out‑of‑pocket city costs.
Council members asked questions about the project maps and the details of right‑of‑way needs. Staff said the Jefferson Street sidepath is part of the city’s active transportation plan and would create a missing connection through Jackson/Capitol/High Street to link existing sidewalks and bike improvements. The South Wells Boulevard application would extend the Greenway Trail toward Tower and required further right‑of‑way investigation.
Council voted to approve the three grant application authorizations. Staff said a successful award would still require matching funds and that further design and right‑of‑way work would follow if grants are awarded.
