Councilmembers emphasized that any negotiated agreement would return to council for approval before execution and asked PCI and staff to present specific fiscal assumptions, fund sources, and options for managing patron displacement when the city’s Madison Street garage comes down. PCI representatives said the company focuses on municipal parking operations, intends to emphasize staff training and retention, and would bring technology and staffing recommendations back to city staff and council.
The council authorized negotiation but did not finalize contract terms at the meeting. Staff said the contract negotiations and final scope will include a review of parking demand, revenue and expense assumptions, and operational options during construction and transition periods.
