The Jefferson City Council on Monday adopted the 2025 annual action plan for the city’s Community Development Block Grant (CDBG) program and authorized staff to submit the plan to the U.S. Department of Housing and Urban Development.
Anne Strautman, senior neighborhood services specialist, presented the draft plan and budget. The city’s 2025 CDBG allocation and program plan totals $264,411, Strautman said, with the 20% administrative cap equal to $52,882. The plan includes program funding for a down-payment assistance program, a homeowner rehabilitation program and a proposed public-infrastructure project to repair sidewalks and provide ADA access at the Lafayette Street community center. The plan also budgets funds for demolition of dilapidated structures, historic preservation and public services tied to the CDBG national objectives.
Strautman told the council the rehabilitation program threshold was increased this year from $5,000 to $30,000 per household to accommodate larger replacement costs such as HVAC systems. Staff said the down-payment assistance program is budgeted to help approximately five households under the proposed allocation, and that applicants must complete HUD-approved homebuyer education and work with a housing counselor as part of the process.
The plan was available for public comment for 30 days; staff said no written comments were received by the close of the comment period. The council approved the plan and directed staff to submit the action plan to HUD by the August 15 deadline.
