The Blue Springs Planning Commission on May 27 approved a site plan design review, a preliminary plat and a final plat for a 7 Brew drive-through proposed at 400 Northwest Highway, voting to approve the site plan with three staff conditions, the preliminary plat with two staff conditions and the final plat with four staff conditions.
The approvals cover construction of a single-tenant pad building of about 760 square feet on a single lot of roughly 0.41 acres in property zoned general business within the city’s corridor reinvestment area. Planning staff said the proposed land use is allowed in that zoning and that the preliminary plat and final plat are in substantial compliance with the submitted site plan and relevant development rules.
Staff presentation: Planning staff member Shantel Fry told commissioners the project proposes five standard parking spaces plus one Americans with Disabilities Act space (six total) and a drive-through lane configuration providing 22 stacking spaces; staff noted the minimum stacking requirement is eight. Fry said the developer will demolish the existing building before construction and that the exterior materials are planned as midnight and shale-brown fiber cement siding with blue and zinc-gray metal accents. A landscaped buffer of trees and shrubs is proposed along the west side of the property to screen headlights from vehicles queuing in the drive-through.
Access and site layout: Staff and the applicant described vehicle access as available from the south as a right-in/right-out and from a northern entrance, with a blanket easement that also provides access from Vesper. Commissioners asked staff to confirm access locations; staff pointed to the easement and the mapped driveway breaks. Fry also said preliminary engineering reports had not been provided with the preliminary plat submittal but that the overall site layout appeared to meet planning and engineering expectations.
Commission action: A commissioner moved and a second was made for each of the three items. Each motion passed on voice votes with no recorded oppositions. The final-plat motion originally referenced five staff conditions; the motion-maker corrected that to four staff conditions before the vote.
