Commission approves industrial redevelopment at 1050 SW Cemetery Road with site-plan and plats

The Blue Springs Planning Commission approved a site-plan design review, preliminary plat and final plat Monday for a redevelopment at 1050 Southwest Cemetery Road that will replace an existing paved area with a 7,600-square-foot general industrial building and associated hardscape and parking.
City planner Chantel Fry said the applicant proposes redevelopment of the 2.18-acre parcel to support contractor and storage operations. Fry described the building materials as a stone base (Coronado) and medium bronze prefinished metal panels, and said staff found the design complies with UDC nonresidential design standards. "The development includes a 7,600 square foot building and with the associated hardscape resulting in a 1.27% increase in impervious surface area," Fry said, adding that the increase falls within the threshold that does not require on-site detention.
The project includes coordination with the Missouri Department of Transportation for a left-turn lane on eastbound Highway 40 at the Cemetery Road approach. Fry said roof-mounted and ground-level equipment will be screened per UDC 407.09.H and that screening details will be reviewed with building permits.
Patrick Joyce of the applicant team said the landscape plan was revised to move vegetation forward as requested at an earlier review. Jake Robbins, speaking for the developer, said the main floor and some top-floor office space will be finished and described interior features intended to attract employees and provide community space.
Fry told the commission the final plat and preliminary plat meet UDC Section 403.05 standards and that site improvements include a 15-foot storm sewer easement to accommodate an existing line; gravity sewer invert elevations must be verified by a licensed professional to confirm service feasibility. The previously approved general development plan allows overnight parking of company vehicles in front and side yards and permits overhead doors and above-ground fuel tank storage subject to separate permitting.
Commissioners moved to approve the preliminary plat (PP-05-25-9569), final plat (PF-05-25-9568) and site-plan design review (SPDR-05-25-9570) with staff conditions; all motions passed unanimously. Fry said staff conditions will be verified during building-permit review and prior to issuance of any certificate of occupancy.
The applicant will handle coordination with MoDOT on the turn lane and provide detailed screening and photometric plans during the building-permit phase.
