Council subcommittee outlines RFP process for city manager search, aims to release after Labor Day

INDependence — At the Independence City Council study session on Aug. 25, 2025, Council member McCandless summarized progress by the three-member subcommittee formed to oversee recruitment of the next city manager and said the group aims to release a request for proposals (RFP) for a search firm after Labor Day.
Council member McCandless told the council the subcommittee is composed of Perkins, Fears and McCandless, with Council member Wylie as an alternate, and that the committee’s first objective is to draft an RFP to select a recruitment firm. “We have a survey out to our 1,100 employees that they have the opportunity to give some feedback to us as well. We have had some feedback,” McCandless said.
McCandless said the subcommittee has met with department heads and some community stakeholders to solicit priorities for the next city manager. The planned timeline the subcommittee described would allow three weeks for firms to respond after the RFP is released; the council will review responses and the subcommittee will recommend finalists and a preferred search firm, with the full council making the final selection and contract negotiation.
The subcommittee hopes to have a draft RFP ready for council review on the next regular meeting and, if the committee can complete the work Friday, to provide materials to council members ahead of the Tuesday meeting following the holiday. No final selection or contract award has occurred; the item remains in the RFP and procurement stage.
McCandless asked committee members for any additions and said the group will provide periodic updates to keep the community informed. The city manager offered to coordinate with the director and staff to finalize any language and to return to the council with the RFP schedule.
