The Finance & Budget Committee recommended a contract with Emergency Management Partners LLC for $115,365 to produce an updated Emergency Operations Plan (EOP) and a corresponding Emergency Operations Center (EOC) guidebook; the work includes interviews, a tabletop exercise, state review and alignment with accreditation standards.
The Finance & Budget Committee on Sept. 3 recommended that the City Council approve an agreement with Emergency Management Partners LLC to complete a revised Emergency Operations Plan (EOP) and a corresponding EOC guide for a combined amount of $115,365.
Assistant Chief Ben Hicks, chief of emergency management, said phase 1 (budgeted in 2025) covers the EOP that is already under development and that phase 2 (budgeted in 2026) covers the guidebook and a red‑cell tabletop exercise. "The emergency operations plan is it's just a playbook for how our city prepares, response to and recovers for different emergencies," Hicks said, adding the guidebook will serve as a "how to" manual that departments can use in the new emergency operations center.
Hicks said the company will interview department heads, integrate local hazard information (severe weather, hazardous materials, cyber threats) and align the plan with regional partners including Mid‑America Regional Council, the Missouri State Emergency Management Agency and federal standards. He said the plan will meet Emergency Management Accreditation Program (EMAP) standards and that the city aims to complete the work in advance of major events coming to the region.
The committee voted to recommend the agreement to full council with recorded committee votes of "Aye" from Chair Shields, Mayor Pro Tem Tim Lopez and Council member Funk. If the council approves, the plan and guidebook will be used to operationalize responses in the new EOC and to support reimbursement and grant eligibility that require an approved EOP.
