Assessor seeks ORMAP grant to offset GIS server and software upgrade costs

The Columbia County Board of Commissioners on Wednesday authorized the assessor’s office to apply for ORMAP funding to help pay for a required GIS server and software upgrade tied to a Windows 11 migration.
County Assessor Andrea Jerkowitz and GIS Program Manager Robin Balogh told the board the county must upgrade servers and ESRI software as part of a move to Windows 11. Balogh said ESRI advised the county that its current Azure software was two years out of date and that installing the current ESRI software would take a consultant roughly 70 hours. She said ESRI’s portion of the work is estimated at roughly $27,000, not to exceed that amount.
Jerkowitz asked the board to authorize submission of an application to the ORMAP fund and to authorize the assessor to sign the application. A commissioner moved to approve the application and the signing authorization; the motion passed with board members voting in favor.
Balogh told the board the work would include an initial study to outline steps for ESRI and county IT staff and that the ESRI installation would be completed remotely. She said the assessor’s office expects in-kind contributions from county IT and the assessor’s office to reduce costs.
The application will be submitted to the Department of Revenue–administered ORMAP fund; county staff said ORMAP may choose to fund none, part, or all of the ESRI cost.
Next steps: staff will submit the ORMAP grant application and notify the board when a funding determination is received.
