Council approves RFP for Memorial Hall management, asks staff to rephrase subsidy language

The Hutchinson City Council on Aug. 19 approved issuing a request for proposals (RFP) for full management services for Memorial Hall and directed staff to remove language in the RFP describing the facility as incurring an annual “loss.”
Justin Combs, director of parks and facilities, described the RFP as seeking a true facility manager — not only event promoters — to provide general management, scheduling, marketing, ticketing, food services, equipment maintenance and other services. “The intent is to renovate in early 2027,” Combs said, and the city would like a manager to participate during the design process. The RFP asks respondents for an executive summary, company profile, market assessment, financial capacity, business plan (anticipated bookings, marketing and security plans), comparable‑venue experience, disclosure of canceled contracts and a compensation/subsidy proposal. Combs said many management agreements run 10 years and staff proposed that term based on industry references.
Councilmember Jesse Juma suggested removing wording that framed the hall as operating at an approximate annual loss of $100,000. Juma said he preferred language that described the shortfall as a municipal expense rather than a “loss.” The council agreed and Combs said staff would eliminate or reword that phrasing in the RFP. After the change, the council moved to proceed with issuing the RFP; the motion passed without recorded opposition.
