Council approves resolution to seek state review for RHID to support 42 affordable single-family homes in Highcrest

The Topeka City Council on Aug. 19 approved a resolution asking the Kansas Department of Commerce to review an application from Cent Inc. to establish a Reinvestment Housing Incentive District (RHID) for a proposed development of 42 single-family homes intended for affordable housing in the Highcrest neighborhood.
Braxton Copley, deputy city manager, outlined the process: the council—s resolution is the local first step, after which the Department of Commerce must make findings on whether the district may be formed. If the department approves, the applicant will submit a project plan and the city will perform a financial analysis before entering a development agreement, Copley said.
Copley said the proposed RHID lies immediately adjacent to an area recently awarded a 4 percent low-income housing tax credit by the Kansas Housing Resources Corporation (KHRC), and he said the project could help —move the needle— in Highcrest redevelopment. Councilmember Sylvia Ortiz said she supported the resolution and noted the area—s long history as a low- and moderate-income neighborhood.
Councilmembers voted 9-0 to adopt the resolution. Copley and staff said subsequent steps, including a project plan, financial analysis and a development agreement, will return to the governing body for approval as required by the RHID process.
