Committee approves $2.2 million transmission main along 20 First Street; phased closures expected

The Infrastructure Committee on Aug. 19 approved a $2.2 million waterline improvement project to install approximately 1,200 linear feet of 24-inch transmission main on 20 First Street between Buchanan and Washburn.
Director Davis said the request is for $2,200,000 of cash and revenue-bonded dollars and that the city hopes to put the project out for bid for construction to start late in the year if materials are available; otherwise construction would likely begin in March with an estimated March–October timeframe.
Deputy director (Nicole) detailed construction phasing and traffic impacts, warning that some phases could involve up to seven weeks of closure south of 20 First Street, other phases up to 10 weeks at Buchanan and 20 First, and additional tie-in closures. She said, "During that phase, there'll be full closures on Buchanan and a full closure on 20 First, not necessarily at the first at the same time, depending on how they sequence it." Overall sequencing could involve approximately 16 weeks of intermittent closures along the stretch between Lane and Buchanan.
Council members pressed staff about traffic and business impacts; staff said they had contacted affected businesses and worked on phasing to preserve access where possible.
The motion to approve the project was moved, seconded and passed 3-0. Staff said the start date depends on material availability and contractor scheduling.
Outcome: capital improvement project approved; staff to proceed to bid and manage phasing and business access.
