Commission adopts ordinance updating airport landing-fee tiers and adding fuel flowage fee

The City Commission approved an ordinance on Aug. 5 to adjust airport landing fees for very large aircraft and to add a city-wide fuel flowage fee to the municipal code. Airport Director Brandon Keyser told the commission the change updates landing-fee categories and creates a new fee category for aircraft over 100,000 pounds. “Now what we're doing is we're making that adjustment for a 100,000 pound aircraft that are over that 100,000 pound rate,” Keyser said during the consent-agenda presentation. Keyser also told commissioners the ordinance adds a fuel flowage fee to city code; previously, fuel-flowage arrangements were embedded in agreements with the airport’s fixed-base operators (FBOs). “Our fuel flowage fees used to be tied into our agreements with our FBOs,” Keyser said. “By putting in this resolution in that ordinance and adopting it, it's putting it out there, and it's also adding a reflator.” The reflator is intended to allow periodic adjustments to the fees over time. The ordinance was discussed briefly during the consent agenda and approved with the other consent items; commissioners asked no substantive follow-up questions beyond seeking clarity on the language.
