Captain Alfeldt of the Fargo Police Department said Douglas was located in Jamestown Sunday evening and arrested after a brief foot chase; detectives served an arrest at 12:20 p.m. Monday at the Cass County Jail. "Late last night, evidence from the scene connected Douglas to the murder of Elijah Hughes," Alfeldt said.
