The City Commission approved the Sullivan Addition replat on first reading after Planning staff described it as an administrative replat to create four lots on a large church property at the corner of Fifth Street South and Second Avenue South. Donald Kress of the Department of Planning and Development told the commission the action realigns zoning designations to match newly created platted lot lines and does not change the underlying zoning designations.

Kress said the property currently contains a church, rectory and related offices; a building permit for a new structure on one of the lots had already been approved by city staff. The replat divides the property into Lot 1 (church), Lot 2 (existing building), Lot 3 (new building under construction) and Lot 4 (future development). The staff-recommended motion on the screen removed a dated reference to a 2007 growth plan and instead relied on the current 2024 growth plan.

No members of the public testified in opposition; the commission approved the first reading of the replat ordinance on roll call.
