Commissioners reported on a Monday all‑day budget workshop where department heads presented ideas to close a reported budget shortfall. Commissioner Turnberg said the five commissioners reviewed options across departments and that the library director brought forward difficult ideas, such as possible service changes, to help close gaps.
Commissioner Pepcorn asked staff to review parking ramp revenues and rate structures; Mark Williams said the city is working with consultants (Kimley‑Horn and KLJ cited) on a central business district parking study analyzing on‑street and off‑street facilities and that preliminary findings should be ready in August–September. Williams said the study will support later RFPs and policy decisions about parking management and rates.
Commissioner Strand asked staff to include ownership, contract terms and historical agreements for publicly held ramps so commissioners understand who owns and operates facilities and what contractual obligations exist. Williams said the study will review publicly held facilities and related contracts and bring recommendations back to the commission and suggested the finance committee could be an appropriate venue for deeper review.
No final rate changes were proposed at the meeting; staff will return with study results and possible fee recommendations.
