The Grand Forks City Council on Aug. 18 approved four separate zoning map amendments in a single meeting, adopting second readings and final approvals for multiple parcels across the city. Each rezoning was considered in a public hearing open to testimony; no members of the public spoke on the items.
Items approved included rezoning requests for: 1302 Fifth Avenue North and related parcels (B‑1 to R‑2/Two‑family); properties at 623 South Sixteenth and nearby parcels (B‑3 to R‑2/Two‑family and B‑3 to R‑4/multiple family); a Greenberg PUD amendment changing a PUD commercial B‑3 area to a PUD limited commercial B‑1; and a proposed I‑1 Light Industrial to B‑3 General Commercial conversion for property at North Twentieth Street and Gateway Drive. City staff opened and then closed each public hearing after hearing no speakers, and council motions to approve passed without opposition.
Council members moved and seconded the ordinances in standard procedure; votes were recorded by voice or roll call with all proposals carrying unanimously. During discussion on the Greenberg PUD amendment (item 3.3) councilmembers raised parking concerns that were then addressed later in the meeting when the council considered broader changes to multifamily parking requirements.
The approvals change the zoning designations for the listed parcels and allow applicants to proceed to site plan and development submittals consistent with the new designations. Council members and staff noted that additional site‑level plan details and any required permits will be addressed through subsequent staff review and development plan approvals.
