Commission approves update to multifamily parking requirements

The Planning and Zoning Commission on Sept. 3 approved an ordinance amending multifamily parking requirements, adjusting minimum parking ratios by unit type. The action followed a public hearing at which staff summarized the proposal and no members of the public spoke for or against it.
The ordinance sets parking minimums at 1.25 spaces for efficiencies, 1.5 for one-bedroom units, 2.0 for two-bedroom units and 2.5 for three-bedroom units and larger, and it continues to count dens as bedrooms. Staff member Mr. Brooks told commissioners the version before them matched the draft the commission reviewed previously and that no amendments had been made since the prior meeting.
Commissioners discussed the risk that loosening parking requirements could encourage denser development that stresses on‑street parking. Commissioner Budke warned that if the change "goes back to the way it was" the city would need to readdress parking because developers might try to squeeze additional units into buildings. No public comments were offered during the hearing.
Commissioner Reichert moved approval and Commissioner Roehl seconded. The motion passed; staff recorded the item as approved.
The ordinance had earlier received mixed feedback at a city council preliminary stage, Mr. Brooks said. The commission approved the text forwarded for final adoption and closed the public hearing. Any future complaints about parking impacts would be considered separately under city code and enforcement procedures.
