The City of Poughkeepsie Planning Board declared itself lead agency under SEQR and established a $2,000 escrow for architectural review for a proposed expansion and renovation at 17 South Hamilton Street.
Applicant KARC Planning Consultants, represented by Natalie Quinn and Jocelyn Young, presented a first appearance to convert and renovate existing structures to increase the property from 12 dwelling units and six ground‑floor commercial spaces to 21 dwelling units and five commercial units. The project is in the PID district, and the applicant requested a payment‑in‑lieu for 10 parking spaces.
Quinn told the board the site is fully occupied and that the proposed expansion could not provide on‑site parking without demolishing existing building area. The project team identified nearby municipal lots (Crannell Square, Academy Street, Liberty Street) and a two‑story private church parking structure as possible mitigation or lease sources; Quinn said the church lot is underused and may be a candidate for leased spaces. Board members asked the applicant and staff to obtain utilization data from the city parking administrator and to document potential lease agreements.
The board voted to declare itself lead agency for SEQR and to require a $2,000 escrow for architectural review; both motions carried. Several members emphasized that the most useful information for both the board and the ZBA will be real‑world utilization counts, time‑of‑day photos and any preliminary lease letters from potential external parking providers.
Architectural consultant comments focused on breaking up the building façade, material choices and ensuring the design reads compatibly with adjoining structures. The board recommended the applicant extend elevations in renderings to show adjacent properties and materials to aid the board’s contextual review.
The applicant said it will pursue data collection on neighboring municipal lot utilization and advance conversations with private lot owners while the board proceeds with SEQR coordination.
