Finance staff cautioned the board that while the county has funds and grant awards in process, overall cash flow remains constrained by slow federal reimbursements tied to disaster response. Finance recommended careful review of discretionary spending and cross‑department coordination on any new purchases tied to startup operations such as EMS software or equipment.
The manager and finance officer said they are planning for multiple scenarios and emphasized steps to control costs while maintaining necessary service start‑up tasks. Commissioners were told that the county is not in danger of missing payroll but that the county must be prudent about commitments until reimbursements from FEMA and state sources are realized.
