County to renew two-year grant and plan sole-source subcontract with Olympic Peninsula Community Clinic

County staff told the board Tuesday that the county will renew a two-year grant that will fund community outreach work and that the county plans to sole-source a subcontract to the Olympic Peninsula Community Clinic (OPCC) for outreach services.
“This is also a renewal of grant funding. This is a 2 year grant,” a staff presenter said. The presenter said the county inherited part of the previous grant cycle and that this is the first full grant cycle under county management.
Staff said a large portion of the grant would be passed through to OPCC to perform community outreach and that the county will prepare a memorandum of understanding (MOU) for the subcontract. The presenter said the procurement will be sole source to continue an existing program.
The presenter also disclosed a prior affiliation with a related clinic: “formerly, I was a board director of the Independent Living Access Community Clinic. I am not currently, and I have not been in board a year and a half... previously, when these contracts came to the credit commission, I refused myself because I had that conflict of interest.” The presenter said she no longer serves on that board.
Commissioners asked for a formal presentation from OPCC in the future so the board can better understand program operations and outcomes; staff agreed to invite OPCC to present.
No formal vote was taken at the work session. Staff said the renewal and subcontract MOU will return to the regular meeting for formal action.
