Planning commission approves Arroyo Vista (Royal Vista) residential project with 23+ acres of open space

The Riverside County Planning Commission voted unanimously, 5-0, on Oct. 12, 2025, to certify the final environmental impact report and approve a general plan amendment, change of zone and tentative tract map for the Arroyo Vista project (also marketed as Royal Vista), a 140-acre residential subdivision in the Lake Matthews–Woodcrest area.
Krista Mason, project planner for Riverside County, told the commission the site sits north of Iris Avenue and south of Twin Lake Drive and is currently designated rural community very low density residential. The applicant requested a general plan amendment to rural community low density residential and a change of zone from Light Agricultural (10-acre minimum) to Single-Family Dwelling (10,000-square-foot minimum lots), together with tentative tract map No. 38510.
