Plumas planning department submits housing element draft to state for 90‑day review

Plumas County’s planning department has submitted its draft housing element to the California Department of Housing and Community Development for the state’s 90‑day initial review, Planning Director Tracy Ferguson told the board.
Ferguson said the initial‑review draft and a public‑participation appendix (which documents received public comments and responses) are posted online and that the county’s HCD reviewer has been assigned. She said the department will follow up with the HCD reviewer during the review window and expects to receive the state’s comments about mid‑November. Ferguson said she will return to the board in October with a full presentation of the housing element and the programs incorporated at the board’s direction.
Ferguson also said the planning department has a grant (a Community Development Block Grant) to fund a countywide housing study over the next nine months that will deepen the data behind the housing element and examine issues such as short-term rentals where relevant. When supervisors asked about a county short-term‑rental ordinance, Ferguson said the board had previously directed the department not to develop such an ordinance and that no ordinance currently exists; any future short‑term rental ordinance would require a separate ordinance-development effort and further board direction.
