Planning commissioners approve Mead Valley logistics project despite air-quality concerns

The Riverside County Planning Commission voted 3-2 on Oct. 12, 2025, to approve a proposed warehouse and logistics development in the Mead Valley area following a public hearing that drew both support and objections from nearby residents.
The project drew sustained questions over applicability of recent state law and the environmental review. County staff said the project application was submitted in December 2022 and therefore is not subject to the provisions of Assembly Bill 98 adopted in 2024. County staff added that the applicant nevertheless provided a checklist showing many voluntary AB 98 practices.
Tracy Zinn, CEQA consultant with Team Lead Planning, summarized the environmental review. “The EIR concludes that there will be significant unmitigated air quality impacts associated with NOx emissions,” Zinn said. She added the Air Quality Management District “purposely sets the bar very low” so public agencies must address emissions to the maximum extent feasible.
Zinn and staff outlined mitigation and design commitments included in the final EIR and conditions of approval: on-site solar arrays, electric operating equipment and truck routing toward the freeway, EV charging infrastructure for passengers and trucks, mandatory ride-sharing and trip-reduction programs for building operators, and an air-quality compliance officer requirement for future tenants. Zinn also said the project will be conditioned to meet Riverside County’s Climate Action Plan requirements and related Good Neighbor guidelines.
The applicant has proposed a public park as the principal community benefit in lieu of a standard fee-based mitigation program used on some nearby warehouse projects. Commissioners and members of the public asked about the scope and cost of roadway improvements and whether previous mitigation fees collected from other projects had been spent locally; staff said they are reviewing fee allocations and plan to standardize the approach and brief commissioners in a future workshop.
Opponents told the commission the site is adjacent to long-standing industrial facilities and raised health and cumulative-impact concerns. Supporters and some nearby residents said the developer has worked with the community and stressed local job creation and infrastructure improvements. Several commissioners said they appreciated extensive community outreach but flagged lingering concerns about cumulative air emissions and long-term impacts on the rural character of the area.
After discussion, a commissioner made a motion to approve staff’s recommendation and another commissioner seconded. The motion carried 3-2.
The commission’s vote forwards the project to the Board of Supervisors with the approved environmental certification and conditions of approval; staff said written responses to late CEQA comments will be provided before the Board hearing.
