RTA board awards $1.32 million contract to renovate nine Riverside facility restrooms

The work is part of the agency's ongoing capital improvement plan; staff said all nine restrooms are more than 30 years old and have not had major renovations. The scope described in the board packet includes two restrooms in the Administration Building, one visitor restroom in the reception area, two restrooms in the coach operators' break room, two restrooms in the Maintenance Building and two restrooms in the Durrahart Building. Planned improvements include additional toilets and urinals, installation of privacy barriers, improved space utilization, cosmetic upgrades, new lockers and compliance work to meet Americans with Disabilities Act requirements.
Melissa Blankenship, director of contracts, told the board that Arcologica Incorporated was previously authorized on Aug. 22, 2024, to develop construction drawings and specifications, the city of Riverside approved final plans and specifications on April 11, 2025, and staff issued the invitation for bids on June 2; bids were received July 16. Blankenship said staff reviewed the low bidder submission and recommended Bridgerock Construction as the lowest responsive and responsible bidder. The board administration and operations committee discussed the item Aug. 6 and unanimously recommended it to the full board.
Chair Hemingway called for the motion and the board approved the award; the meeting record indicates the item carried unanimously. No mover, seconder or roll-call vote breakdown was provided in the open transcript.
The agency said sufficient funds are available in its board-approved capital budget. The contract includes a 10% contingency to address unforeseen conditions discovered during construction.
