Board awards Hornitos grazing lease to local bidder after sealed-bid hearing

At a public bid hearing Sept. 2, the Board of Supervisors opened two sealed proposals to lease a roughly 153-acre parcel in the Hornitos area (APN 011-190-011) for grazing and accepted a higher oral bid from a local applicant.
The county received two written bids: $3,007 (written) and a second bid calculated at $36.50 per acre ($5,584.50) for the parcel. The board then offered an opportunity for oral bids that must exceed the highest written bid by at least 5 percent. A bidder identified as Richard Ortiz offered an oral bid at the required 5 percent premium. County staff confirmed both written bids conformed to the board’s public-notice resolution.
Supervisors voted to accept Ortiz’s oral bid of $5,863.73 and authorized the chair to sign a five‑year grazing lease.
The board closed the public hearing after the vote; staff noted the board could delay award for up to one week if it desired but moved to accept the higher oral bid.
