The Grundy County Land Use Committee on Aug. 27 voted to recommend approval of a map amendment to rezone 4.5 acres of a 136.45-acre parcel from agricultural to industrial to allow a truck-repair and service area for GSM Holding and associated operators. The proposed site is part of a larger parcel owned by the Terry Segerbrook Trust located off Manuka Road in Aux Sable Township.
County staff identified the matter as case 25ZBA12. The packet noted the parcel’s total area, a submitted NRI score of 89.25 (non-prime), and that public notifications were sent to neighboring jurisdictions including the village of Minooka/Manuka. The Zoning Board of Appeals held an August 19 hearing, during which the ZBA voted unanimously to issue a negative recommendation owing to concerns about truck traffic, spot-zoning claims and incompatibility with immediate agricultural surroundings.
Proponents at the Aug. 27 meeting, including attorney Dave Bridal for the applicant and engineer Jason Weisbrooke of Spaceco, described the application as a phased approach: rezoning 4.5 acres now for truck storage and light repair (for the applicant’s fleet) with potential future industrial park development on the remainder of the parcel if sewer and annexation conditions are later met. Bridal said the location had been discussed with Minooka and that future phases would be annexed when contiguous and sewer/water became available. Proponents said the site is approximately 580 feet from Brisbane Road and that design options exist to connect directly to Brisbane Road if required rather than using the posted portion of Manuka Road.
Opponents and concerns: The packet and speakers raised multiple objections. Residents and the Aux Sable township road commissioner warned that Manuka Road is posted for no trucks and that rezoning could direct truck traffic onto a roadway not intended for heavy truck use, raising safety and infrastructure-cost concerns. The Grundy County Highway Engineer’s written comments described the request as spot zoning and cautioned against directing truck traffic onto posted roads. The village of Minooka (via its administrator) also expressed concerns about unresolved pre-annexation issues and plan inconsistency.
Committee action and context: Despite the ZBA’s unanimous negative recommendation, the Land Use Committee voted to recommend approval to the full County Board. Proponents said the 4.5-acre request is a first phase for the applicant’s own fleet (the applicant estimated having an approximate 180-truck operation elsewhere) and that the planned use is limited: light repair, oil changes and maintenance, not a full public repair garage. The applicant indicated the immediate plan includes about six to 12 truck parking spots and two existing buildings to conduct light repairs.
Planning and precedent concerns: Committee members asked about enforcement, precedent for truck-parking uses, overnight truck-stays, septic versus sewer, and road improvements. Supporters said options exist (bonding or improving a short road segment, or accessing Brisbane Road directly) and emphasized the location’s proximity to infrastructure intended for industrial uses; critics warned of “pop-up” truck-parking sites and urged careful regulation.
Next steps: The committee’s positive recommendation will be forwarded to the County Board for final action; if approved, later special-use permitting and design reviews would address access, road improvements, septic/sewer and operational restrictions.
