During the Sept. 2 meeting—s public-comment period for closed-session item 4c—the city manager—s performance evaluation—resident Irma Ruport urged the council to address what she described as shortcomings in City Manager Kelsey Young—s performance, citing delays on public-records responses, communicating that the city manager "looks out for herself," and questions about cancelling a council meeting on Aug. 19. Ruport said minutes were not timely, public-records responses (PRA requests) were incomplete, and she criticized the first Citizens Academy cohort as limited in scope and not televised. She also said the Aug. 19 cancellation coincided with an event honoring Amber Swartz—s birthday and that the public was not properly notified. Ruport said she planned to start a citizens advisory group to hold the council and staff accountable. City officials noted that there was no reportable action from closed session on item 4c.
