An administration representative said the vehicle is used in incidents where there is intelligence indicating a high-risk event—examples cited included active‑shooter incidents, riots or other large‑scale violence—and that the city has deployed the vehicle multiple times in recent years. "We gave you data on the deployment, and it's, 14 incidents in 2024 and 20 incidents in 2025," an administration official said.
Council members pressed for incident dates and descriptions and asked for the formal policy on use. Some members said they would vote against the appropriation because of concerns about militarized equipment being used against protesters. "It is not that long ago that I remember being in a war zone... that vehicle was used against peaceful protesters," one council member said and indicated a no vote.
The item proceeded to a roll‑call vote in committee and was recorded as carried. The committee asked the administration to provide dates and descriptions of past deployments and to supply the policy governing vehicle use to the council. The administration agreed to provide those materials after the meeting.
