General manager: three vendor contracts near final; LWA interconnected study pending signature

General Manager Blake Adams told the Ukiah Valley Basin GSA on Aug. 28 that three vendor agreements — on-call technical consulting, monitoring and data collection, and the interconnected surface water–groundwater study with Larry Walker & Associates (LWA) — are essentially finalized and ready for signature by the chair.
Adams said the agreements were presented for transparency and not for board action that day, and that staff had been authorized to finalize those contracts in coordination with the chair: “these agreements are presented, not for action today. We've I've already been authorized to work with the chair, to finalize those agreements, but they are, essentially finalized. And the next step would be for the chair to sign off,” he said.
On the LWA contract specifically, the general manager told the board that execution could occur "as soon as tomorrow" or next week, pending circulation and signature. Directors pressed for faster execution, noting the grant-funded study needs to proceed and earlier direction had been given in the June meeting to move forward with LWA.
On finance, Adams presented draft fiscal-year-end materials and said the county is still closing its books; the attachments were described as preliminary. Director Bailey and others flagged a few line items that exceeded budget in the prior year (annual reporting and monitoring/data collection) and asked staff to confirm whether budget adjustments will be needed in FY 2025–26.
No formal contract signatures were recorded at the meeting; staff said they expect to circulate final documents and proceed with signatures in the coming days.
