City to award $1.7 million in ARPA consortium funds to YWCA for Harbor House affordable units

City staff said the Troy-Colonie Home Consortium allocated federal ARPA funds in FY 2021 and reserved $1.7 million for the Harbor House project; the consortium’s commitment requires the city to pass a local resolution to complete the award. City staff told committee members the project expects a financing closing on Sept. 24, 2025 and a proposed construction start of Oct. 1, 2025.
"The consortium has committed $1,700,000 in ARPA funds to the YWCA, doing business as Northeastern New York, to construct and rehabilitate affordable rental units in the Harbor House project," a city housing staff member told the committee.
Why it matters: The award would direct federal ARPA funds to local affordable-housing construction. The city will pass a resolution to authorize the transfer of the consortium-allocated funds once other financial pieces are in place.
Formal action: Committee members moved and seconded a resolution to award the consortium funds to the YWCA; the motion passed on a voice vote. Staff noted that the consortium awards projects collectively and the city cannot disburse its portion until the project’s financing is finalized.
What’s next: Staff will complete the steps required for closing and, following usual municipal procedures, prepare the resolution language for final authorization and disbursement under the consortium’s terms.
