The Board of Estimate and Contract on Aug. 19 approved a transfer of funds within the Mount Vernon Youth Bureau to cover salary expenses for the Work Force Development Academy for Youth while the program’s grant renewal was pending.
A Youth Bureau representative told the board the transfer is intended to bridge a lapse in grant processing and that city staff expect the grant to be renewed; once the grant is active the city expects to recoup transferred funds. The board approved the transfer by roll call.
The meeting also approved an ordinance authorizing the mayor to approve travel for three Youth Bureau staff, including the executive director, to attend the Independent Sector national summit in Atlanta, Sept. 15–19, 2025. Staff said the travel expenses are covered by the grant and not by general‑fund taxpayer dollars.
Separately, the board approved acceptance of foundation funds from the New York Community Trust and its Westchester Advisory Board to support expansion of the Mount Vernon Youth Empowerment Advocacy Council. The board recorded aye votes for all measures.
