Board members voted to authorize a budget transfer to cover the emergency rental of a generator and cooling unit and separately approved an ordinance clearing an emergency to authorize rental, repair and replacement work on the Dole Center HVAC systems. The votes were recorded as aye by Comptroller Morton, Acting Council President Poteet and Acting Mayor Brown.
City staff told the board that grant funds from Senator Bills’ office are expected to cover full HVAC replacement costs, but those grants are reimbursable. A staff member said typical reimbursement through the Department of Administrative Services and Management (referred to in the meeting as DASME) takes about 30 to 60 days and that the city is exploring rare advance-payment options for urgent cases. Staff estimated that the temporary rental need might last about one month until weather conditions change and the full repair work can be scheduled.
Board members asked whether a longer-term replacement plan or a budgeted line-item was in place; staff said advance payment and reimbursement options are being explored and that the city will set aside funds to manage timing differences between paying vendors and receiving grant reimbursements.
