The Industrial Development Agency granted preliminary inducement for Performance Plus Solutions LLC, a project the applicant described as an e‑bike manufacturing and assembly facility at a property near the harbor.
Agency staff presented an inducement package that, according to the staff remarks, included a sales tax exemption valued at $35,807 and a 10‑year real property tax reduction valued at $89,073. Staff described the assistance as consistent with the agency's uniform tax exemption policy and authorized a public hearing.
Mike Maurizio, the property owner associated with Performance Plus Solutions, and Bill Clonturn, identified in the record as CEO of Eblis (an e‑bike company), described plans to assemble roughly 15,000 bikes in the first 12 months and to build a regional supply chain. "We will have bikes being produced in Utica, New York by the end of this year," Clonturn said, laying out a multi‑stage vision that included inviting suppliers to the region.
Board member Vin declared a conflict and stepped away from the table during the vote; the motion was seconded and approved by voice vote. The board also approved a related confidential resolution for the project during the same meeting block.
Staff said the project intends to hire local construction and facility employees and that applicant representatives stated they plan to use local contractors and staff for operations. The inducement is subject to the public hearing and counsel review before final documents are executed.
