Village officials warn Albany County treatment upgrades will raise sewer bills about 20%–25% by 2030

Village of Menands officials said Tuesday that Albany County's planned, multi-year upgrades to its wastewater treatment plants will increase the village's sewer costs and likely force local rate increases. Officials said the village's share of the debt service is expected to be about $200,000 a year beginning in 2027, with larger payments arriving in 2029 and 2030.
The village fiscal officer explained why the upgrades would be passed through to municipalities: "There have been some news stories in the Times Union about the Albany County wastewater treatment plant and the necessary upgrades that are required there. I think we all can smell them," the staff member said, adding Albany County's work is required under state and federal orders.
Village officials said the county will completely rebuild both its north and south plants, which are about 50 years old, and that the county's debt service will be allocated to users based on flow. "The formula is whoever's putting stuff in the system pays that," the staff member said.
Why it matters: the village expects to begin paying a modest portion in 2027 and substantially larger shares in 2029—2030; officials estimated that, without mitigation, the village's sewer rates will need to rise roughly 20% to 25% by 2030 to cover the added costs.
Officials described two broad ways to limit the village's exposure. One is to reduce infiltration and inflow into the sewer system ' for example by repairing aging mains and lining clay pipes ' so less stormwater and groundwater reaches the county treatment plants. The other, applicable only in narrow cases, is to arrange for very large dischargers to bypass the village network and meter directly into the county interceptor, a solution discussed previously with a proposed Regeneron development.
The staff member said village projects to reduce infiltration could lower the village's billed flow to the county: "Fixing sewer problems in the South End and eliminating water intrusion from storm drains, house drains, etcetera' in that entire fifth of the village will significantly help with reducing the amount of flow that actually hits Albany County from us." But the staff member also said the county debt itself is fixed: "That is debt that we will be required to pay. That's a debt service. Nothing's gonna change that."
Officials offered several figures and timelines during the meeting. The staff member said the village's current share of the county's flows is about 2.4 percent; the Town of Colonie's share was cited at roughly 15 percent; Albany's share was described as about 40 to 50 percent. The bond financing that will pay for the county upgrade was described as a 30-year obligation.
Board members discussed sequencing, public outreach and mitigation options. One board member urged early public education about the plan and its timing: "My suggestion is there's a story that needs to be told here before it becomes a roomful of people saying what has to be done," the board member said.
No formal vote or funding commitment on the county work or local rate changes occurred at Tuesday's meeting. Village officials said they will continue evaluating repairs and infiltration projects that could reduce billed flow and will notify residents in advance of any proposed rate changes.
Ending: officials said the first, relatively small debt payment will arrive in 2027, with larger payments in 2029 and 2030, and they urged further study of sewer lining and infiltration reduction projects as potential ways to moderate the village's share of future bills.
