Rochester City Council on Aug. 21 adopted Introductory 3‑30, a local law amending the city’s school bus stop‑arm camera demonstration program to clarify technical review and implementation steps. The council considered a statement of necessity from the mayor and moved the measure by roll call.

Council members asked for specifics about the timeline and use of fine revenue. A staff member told the council the earliest buses would be “starting to arm buses in October,” and that the recommended public warning period would be 30 days, mirroring the county’s approach. Council member Lupien urged that any fees levied be set aside to fund child‑safety programs: “I'd really strongly urge that that money be set aside for that purpose, in a more definitive way.”

Sponsors said the ordinance allows the city and the district to proceed with equipment installation and a warning period before citations would be issued. Administration counsel said that, from a legislative standpoint, council action clears the way for district staff to begin readying buses to receive the cameras, although physical installation will take additional time.

Councilors voted to adopt the amended local law by roll call; the measure moved forward with a warning-period approach and an expected initial equipment schedule. The administration indicated it had not yet decided on a final allocation plan for camera fine revenue but pointed to Vision Zero and school‑district partnerships as possible targets.
