Council accepts FY2026 street-rehabilitation priorities, allocates multi-year funding

The Orange City Council on July 22 accepted staff’s recommended street-rehabilitation priorities for fiscal year 2026 and a multi-year plan to allocate funds through fiscal year 2030. The nut graf: Public works staff presented a prioritized list of streets based on condition ratings and recommended approximately $400,000 per fiscal year be dedicated to rehabilitation; council members approved the list and the use of unbudgeted funds previously identified by staff. Public Works presenter Miss Floyd walked council members through the priority list, noting the city uses a 1-to-10 road-condition scale with 1 the worst and 10 the best. She said White Oak Road was rated a 1 and described project limits as "from West Sally Payne to 0.9 miles south of West Sally Payne." Other streets prioritized included West Sally Payne Road East (rated 2), the west side of West Sally Payne (2), Bear Path Drive East (3), Bear Path Drive West (5) and Clark Lane (4). Floyd told council that not all of the roughly $720,000 available in fiscal year 2025 was applied to rehabilitation because some funds pay for pothole patching and materials. When asked about timing, Floyd said assembling bid packages and obtaining budget approval would take "at least a couple months" and estimated two months to get crews on site once bidding and budgeting were complete. Council members moved and seconded the acceptance of the prioritized list. Miss McKenna, Mister Childs, Mister Mortimer, Mister Birch, Mister Chandler and Miss Salter recorded aye votes and the motion passed.
