Court finds predominant public purpose, clears purchase of cluster mailboxes for residents

County legal counsel advised the court that the county must make a formal finding that an expenditure is for a "predominant public purpose" and should control the purchase via contract to ensure oversight and limit private benefit.
Following discussion, the court made a finding that the purchase of CBUs for the specific identified locations meets a predominant public purpose because it directly ensures delivery of statutorily required notices and other government mailings and reduces county costs associated with alternative delivery methods. The court instructed auditors and purchasing staff to proceed with processing the previously submitted purchase orders and to coordinate installations with the U.S. Postal Service, which retains authority to assign and install boxes and control keys.
Court members clarified the finding applies to the specific submitted projects; the court said future, similar requests would require the court to make a separate finding unless a formal program with clearly defined public-purpose criteria is established.
