Tooele City Council ratified an emergency agreement Aug. 6 with Russell Welding Corporation for stainless steel airlines at the city’s water reclamation facility in the amount of $86,233, approving Resolution 2025‑69 by unanimous vote.
Paul Hansen, the city engineer presenting in place of the project manager, said the plant’s aeration system — which oxygenates wastewater in the oxidation ditch — is corroding and at imminent risk of failure. City staff, acting under emergency authorization previously granted by council leadership, engaged Russell Welding to install temporary lines to maintain plant operations. Hansen said tonight’s action ratifies that prior emergency work and approves final payment to Russell Welding to complete the repairs.
Councilman McCall and other council members emphasized the importance of the work to maintain plant performance and thanked staff for acting promptly. Councilman McCall moved to ratify the agreement; Councilman Hansen seconded. The council voted aye: McCall, Hansen, Goaches, Manzion and Brady. The motion passed 5–0.
Hansen said the emergency repairs averted what the city described as a potentially catastrophic loss of aeration capacity and that the appropriation covers the stainless steel lines and associated installation.
