The Planning Commission on Aug. 27 approved a preliminary subdivision plan to create a single lot for a proposed Holiday Oil convenience store on 2.14 acres at the northeast corner of 600 West and 1000 North (application 2025013).
The preliminary plan was required because the subdivision includes a road dedication, shown in the staff materials as a light‑blue strip on the plan, that the city says will enable widening and improvement of Frank's Drive. City planner Andrew Agard told commissioners the lot meets dimensional requirements for General Commercial (GC) zoning and that a separate site‑plan application for a Holiday Oil convenience store is under review.
Commissioners approved the preliminary plan based on staff findings and the conditions in the staff report dated Aug. 7, 2025; Commissioner Hammer moved the approval and Commissioner Gossett seconded. The roll call vote was 7‑0 in favor.
Approval of the preliminary subdivision allows staff and the applicant to proceed with the final plat process and with the ongoing site‑plan review. The road dedication associated with the subdivision will be recorded as part of the plat and is intended to support future roadway widening and improvements to Frank's Drive as indicated in staff materials.
